- The applicant or child does not meet one or more of the specified special circumstances; o Aboriginal or Torres Strait Islander o Non-English speaking o Have a physical, intellectual or psychiatric disability or long-standing ill health that will make it difficult for a solicitor to represent the applicant without counsel o The applicant parent was previously the subject of a child protection order when they were a young person.
